Everything about paving here comes back to water. Biloxi sits about 20 feet above sea level, collects close to 67 inches of rain in a typical year, and the city says nearly half of it lies in a FEMA flood zone. Pavement on that kind of ground fails from below when the base stays wet, and it fails at the edges when runoff has nowhere to go. So we spend the first part of every estimate looking down and around, not just at the surface: how wet the ground is, where the low spots are, which way the ditch runs, and how the driveway meets the street.
