Paving a City Between Two Waters
Asphalt paving in Biloxi has to handle more water than almost anywhere in the country. The city sits between the Mississippi Sound on the south and Biloxi Bay and the Back Bay on the north, much of it about 20 feet above sea level, and its 1991 to 2020 normals list 66.80 inches of precipitation a year spread over about 110 days. Water is what ruins asphalt. It gets in through cracks, softens the base and turns small breaks into potholes. Every driveway and lot we build in Biloxi starts with where the water will go.
Streets rebuilt after Katrina
After Hurricane Katrina pushed a surge of about 30 feet ashore on August 29, 2005, the city launched Restore Biloxi, a $355 million FEMA-funded program to replace water, sewer and storm lines in the flooded parts of Point Cadet, West Biloxi, Back Bay and Woolmarket. Plans called for repaving about 100 miles of streets. Many driveways in those neighborhoods were cut where new lines came through and then patched to meet the new street. If your driveway apron has a sunken strip or a seam that keeps opening, that is often an old trench patch. We cut it out square, compact the base and repave it so it ties into the street cleanly.
Driveways for raised and rebuilt homes
A lot of Biloxi homes were rebuilt or raised after 2005, and their driveways were often an afterthought. Common problems we see are drives that slope toward the house, low spots that hold water under a carport, and thin asphalt laid over sand with no real stone base. On a replacement, we grade the drive so water runs to the street or a swale, build a compacted aggregate base and lay hot mix asphalt at a thickness that suits cars or heavier vehicles such as boat trailers.
Business lots near the beach and the base
Biloxi has eight casinos along and near U.S. 90, Keesler Air Force Base on the west side, and plenty of restaurants, offices and churches that depend on a clean lot. Lots like these wear fastest at entrances, dumpster pads and drive lanes. We patch failed areas with full-depth repair, mill and overlay worn sections, sealcoat and restripe, and phase the work so the business can stay open.
Historic districts and state highways
Biloxi has six districts on the National Register of Historic Places, including the downtown district around East Howard Avenue and Lameuse Street, and the city has an Architectural and Historical Review Commission that reviews exterior work in those areas. If your property is in one of them, we check whether your paving project needs review before we schedule it. If your driveway meets U.S. 90, Highway 15 or Highway 67, the connection is on state right-of-way and needs a Mississippi Department of Transportation driveway permit, which we account for in the plan.
Before we dig
Mississippi law requires notice to MS811 at least two working days before excavation, so every removal and base job starts with a locate ticket. That matters in neighborhoods where Restore Biloxi put new lines in the ground.

Biloxi Questions
How long does a new asphalt driveway take in Biloxi?
Most residential driveways take one to three days of work once the permit and locates are in place: removal and base one day, paving the next. Rain can push the schedule, and we do not pave on a wet base.
My driveway has a sunken strip near the street. Can that be fixed alone?
Usually, yes. A sunken strip near the street is often an old utility trench. We saw-cut the failed section, rebuild and compact the base, and patch it with hot mix so it sits level with the rest of the drive.
Do I need a permit to pave my driveway in Biloxi?
It depends on the work and where the driveway meets the road. A new or widened connection to a state highway needs an MDOT permit, and city streets and historic districts have their own rules. We check what applies to your address.
Do you pave casino, church and business lots?
Yes. We handle patching, overlays, sealcoating and striping for commercial lots and schedule the work in sections so customers can still park.
When should I sealcoat a newer driveway?
New asphalt needs time to cure first, usually several months. After that, sealing every few years slows the gray, brittle look the sun causes and keeps water out of small cracks.
